1)Registration

 

 Mandatory – Players must Register with their Home Association

Players must be registered with their Home Association and be members in good standing; prior to August 10th through the Home Association process when their registration opens for the 2015-2016 season.

2)Tryout Eligibility

 

To play in the Midget AAA league, players follow one of the following paths:

  • Protect
  • Draft
  • Or they can attend Free Agent – tryout camp

For players not protected or drafted, the league will host an annual “Free Agent Tryout Camp” in August prior to the team’s tryout camps.

3)Tryout Process

  1. All players must be registered with their Home Association.
  2. All players must be registered with the HEO Midget AAA league (online registration coming soon).
  3. Protected/drafted players will be contacted by their team with dates/times to attend tryouts.
  4. Free Agent Players:
    • Option 1 – attend the Free Agent Tryout Camp (Aug 14-16, fee is $125)
    • Option 2 – bypass the Free Agent Tryout Camp due to invite to club (tryout fees to club)
  5. Free Agent Tryout Camp:
    • Players will receive invitation to tryout camps (tryout fee is $50 if you attended FA Camp)
    • Players may choose which camp to attend
  6. Released Players:
    • If a player is released from their club’s tryouts, they are welcome to pursue tryouts with other  clubs (bear in mind there will be additional tryout fees)
  7. Tryout Ice Time – 2 skate guarantee:
    • All clubs have been mandated to guarantee 2 ice times
  8. Rosters  Determined – August 30th
  9. Waiver Period – applies to protects/drafts:
    • Released players enter a waiver period and another club may pursue the player
    • Begins August 30th until Midnight September 1st
  10. Final Rosters – September 2nd

4)Bench Personnel

 

All bench staff which includes head coach, assistant coaches and trainers must be duly registered on the team roster to be eligible to be on the bench for any Midget AAA regular season, playoff or special sanctioned event games. HEO Minor must approve all team members which must be entered into the Hockey Canada registration database before he/she is eligible to be on the bench in any capacity for any Midget AAA team. No persons are permitted to be on any Midget AAA team bench without being properly registered.

Team management is entrusted with the responsibility to ensure that the official game report reflects the actual bench staff that are present for any Midget AAA game. Bench staff that are not present for a particular game, shall not have their names listed on the official game report.

As per HEO Minor's Code of Discipline, the head coach is responsible for all administrative tasks and actions for his team members. Non-compliance of this policy will result in the head coach incurring a minimum suspension of 2 meaningful games and any additional violations will result in a formal hearing before the Midget AAA discipline committee. In addition, the offending team will be assessed a fine of $100.00 for each violation of said policy.

 

5)Affiliation

Affiliation Reporting (TTM)

The HEO Midget AAA League utilizes the Total Team Management (TTM) system to track affiliation. It is the responsibility of the Head Coach to ensure every affiliated player called up is logged through the TTM Affiliation system.

HEO Midget AAA League - Player Affiliation

The HEO Midget AAA league follows the 19-player affiliation system.

19-Player Affiliation:

  • An affiliation permission form must be completed for each player.
  •  A team may affiliate up to a maximum of 19 players.
  •  Prior to playing up on the affiliating team the player’s name must be added to the team list as an affiliate with status ‘approved’.
  • A player can be affiliated with only ONE team of a higher division or category in minor
  • Affiliates can be added to the team any time during the season up to the January 15th deadline in exceptional circumstances
  • Suspensions are always served with the registered team (it does not matter which team the player received the suspension with).
  • Teams should affiliate players from more than one team so game conflicts can be avoided.
  • Only players that will be used should be affiliated.

 19 PLAYER – WHEN USING AN AFFILIATED PLAYER:

  • An affiliated player cannot be used if he is under suspension (until he serves his suspension with his own team).
  • Suspensions are always served with the player’s original team (regardless of which team the player got the suspension with).

Of important note:
Using an affiliated player without permission is equivalent to the use of an ineligible player and the Head Coach must attend a hearing with HEO Minor. The HEO Midget AAA League may apply further sanctions to the Team Officials.

The maximum number of games an affiliate may play is 10 games, excludes tournaments + exhibition.

Coaches, you are responsible for keeping track of the number of games:

  • Your player participates with a higher level team.
  • For players you affiliate from a lower level team - through the TTM Affiliation Module (coming soon!).

Number of Games a Player May Play in Higher Divisions or Categories

35. a) A player of a team of a lower division or category of the same club, or of an affiliated team, or a specially affiliated player, may affiliate to a team or teams of higher Divisions and categories at any time, to a maximum of ten (10 games). However, if the players registered team completes its regular season and playoffs before the affiliated team or teams, the player may thereafter affiliate an unlimited number of times. For goaltender exceptions, see Regulations B.42, E.36 (b).
b) Exhibition and/or tournament games, which are not part of regular league games or playoff games, are excluded from the number of games referred to in Regulation E.35 (a).

Players Eligible for Affiliation

Teams may affiliate a maximum of five (5) players from the Major Bantam AAA team that are ranked Category 1 only.

Teams may affiliate players from the local Midget AA team.

In the case where more than one team draws from the same local Midget AA club, the player will AP to the team with whom they participated in tryouts.

6)Suspension Reporting TTM

7)Sponsorship

 

Provision is made for two types of sponsorship: Team Sponsors and Player Sponsors. All sponsorship cheques must be made payable to the HEO Midget AAA League.

Team Sponsors

A team sponsor may be a corporation or organization that provides funding for the “Team”.

This funding is to be disbursed equally amongst the players’ account. The Team is responsible for recognizing the sponsor’s contribution.

Player Sponsorship

Players may seek individual sponsorship to offset their fees.

Players may recognize the sponsor via a sponsor bar on their jersey.

The player is responsible for any other recognition is the responsibility of the player (for example, sponsor plaque).

Players unable to obtain sponsorship by the payment due dates to the league, must contact the President to make arrangements for fee deferral.

The league minimum deposit is required prior to Showcase.

Sponsor Bars

  • One sponsor bar per jersey
  • Sponsor bar placement at bottom of jersey, this name/logo is not to cover or touch any league approved/attached crest(s).
  • Sponsor bar in approved colors/size to match their Home/Away jersey

 

8)Fundraising

The HEO Midget AAA League governs all fundraising activities and the policy is administered by each Team Liaison and overseen by the assigned Director of Sponsorship/Fundraising.

Any licenses required are the responsibility of the team.
 
All monies raised through fundraising are disbursed amongst the participating players’ account. Fundraising monies shall go directly to the team and any surplus can be reimbursed to the participating parents at the end of the season.
  
Fundraising activities must be approved by the HEO Midget AAA League President and needs to be communicated to the Secretary by the Team Liaison as we contact the local community for approval to ensure we are not fundraising in conflict at the same time as a local team.

9)Player Age Categories

The league operates the Midget AAA division for players aged 15, 16 and 17.

Any player age 14 wishing to play in the league, must apply for exceptional status and will be reviewed for approval by the Governance Executive with approval from HEO Minor Council.

No over agers allowed

10)Dress Code

 

NATURE OF DRESS CODE

The dress code outlines the standard of dress to which players and coaching staff is expected to adhere to while representing the HEO Midget AAA League in all league, playoff, tournament, exhibition games and events. 

These dress codes are in effect for all players and coaching staff when entering an arena for a game, during a game and when exiting an arena after a game.  Tracksuits and other apparel can be worn on the bus prior to arrival, or when traveling back to the Home venue.  For bus trips (for example a tournament), the dress code will be in effect when leaving a hotel and travelling back to a hotel.

 

COACHES DRESS CODE

Neat and appropriate dress shoes, dress pants and shirt with tie for all games.  No blue jeans.  Sports jacket, club jacket, or neat presentable coat is permissible.  Club jackets shall only be League approved apparel.  No hats other than Club approved toques during the winter are allowed.  No other logos will be displayed.  Failure to comply with this policy will result in a one game suspension for a first offense, followed by an indefinite suspension for a second offense that will result in a discipline hearing with the HEO Midget AAA League Discipline Committee for further actions if necessary.

 

PLAYERS DRESS CODE

Dress pants, belt, socks, dress shoes and dress shirt with tie for all games, no blue jeans running shoes, sandals, cowboy boots, etc...   Sports jacket, approved club jacket or coat, or neat presentable coats are to be worn at games.  Tracksuits are not acceptable for games, but are approved for practices.  No hats other than Club approved toques are to be worn by team officials or players to games.  

Coaches will enforce this policy with their players.    A warning will be given to players for a first offense, followed by a one game suspension for a second offense, followed by an indefinite suspension for a third offense that will result in a meeting with the HEO Midget AAA League Discipline Committee for further actions if necessary.

 

11)  Screening/Police Checks

 

Any person that will be performing a role that is deemed to be part of League or Team Management (Head Coaches, Assistant Coaches, Trainers, Team Liaison and Managers) must be agreeable to allowing the HEO Midget AAA League to have a Criminal Records Police Check and a Vulnerable Persons Check completed. Any person not prepared to agree to such will not be allowed to hold any formal position in the League.

 Any person with a criminal record must allow it to be opened and reviewed and based on its nature a decision must be made whether or not to allow the individual to hold any position in the League.

 All police checks are to be completed by the individual to the police in
the jurisdiction they reside. Volunteer letters are available for the fee to be waived (if required) and signatures from the Director of Risk & Discipline or President are required for the vulnerable persons check).

League and Team Staff are to return the approval notice (original copy) to the league Director of Risk & Discipline, no later than October 31st of the minor hockey season.
Failure to comply will result in immediate suspension from League and Team activities.

The above applies to members of the League Executive.

12)Refunds

Participation in the HEO Midget AAA program is on a totally voluntary basis.  When a team selects a player, the team is making a commitment to that player for the entire hockey season.  As such the player (and their family and/or guardian) who agrees to participate is expected to have the same level of commitment.  It is the League’s policy that refunds of registration fees will not be made.

However, it is recognized that extreme circumstances may occur.  The League may at its discretion, issue a partial refund of registration fees paid.  The amount of the refund will be calculated by the League, generally as described below.

Requests for refunds will be submitted by the player’s parents and/or guardian, in writing to the League President along with sufficient documentation to support the request.  Medical related requests must be supported by a physician’s certification that the illness or injury is season ending.  Short term illness or injury is not considered reason for a refund.  The League Governance committee will decide on the merits of the request.

As of the date of the request the player will immediately stop participating in any team activities.  This does not constitute a player release under HEO or HEO Minor.

Refunds will be calculated based on the registration fees paid, net of any fund raising, less the following costs prorated over the team’s regular season games:

  •          Administration fee - $300.00
  •          Hockey Canada insurance
  •          HEO and HEO Minor fees
  •          Non-recoverable costs and expenses incurred by the team or league

13)Equipment

 

All players must follow team uniformity of their team’s designated colors for helmets, gloves and plants.

A player’s name bar will be displayed on the back of their team jersey above the numbers, and is not to cover or touch any league approved/attached crest(s).

 

14)Expenses

League expenses (and costs) in as much as possible will be preapproved through the budget process.  Expenses not included in the budget process must be approved by the Governance Committee before funds are disbursed or commitments made.

All expenses will be supported by contracts, invoices, approved expense claims or such information as requested by the League Treasurer.  In the case of funds paid to teams, the amount will be in accordance with the budgeted amount.

Requests for reimbursement of expenses including mileage will be submitted on the Leagues expense form.  Such reimbursements will be approved, before disbursement, by the League President.  Mileage will be paid at the rate approved during the budget process and only for authorized League business.

Expenses will be paid electronically, therefore League executive, officers, staff, referees, etc. must provide the necessary banking information to the League Treasurer.  External vendors will be encouraged to accept electronic payment for their goods and services.

15)Compassion Tryout Transfer

Any player selected through the protect and draft process with greater than 100KM of travel one-way to the home venue may request a compassion transfer in writing to the HEO Midget AAA League President for review by the League Executive for approval/denial. Response by the League will be in writing by the Secretary within twenty-one (21) days of receipt. Players choosing to forego the opportunity with their drafted/protected club are not guaranteed a position on the requested team, they will be provided an opportunity to tryout closer to home.

 

Appendix A - DUTIES OF THE OPERATIONS COMMITTEE

  • Responsible for assisting players with their current and future academic pursuits.

  • Caretaker of the league statistics, using the method or means approved by the league.

 

e)Referee in Chief (NON-VOTING)

f)Referee Scheduler (NON-VOTING)

g)Team Liaison for each participating club

  • Attend League Meetings
  • Provide monthly updates with regards to the club and team to the League Executive
  • Single Point of Contact for parents on the club`s team
  • Provide aid to coaches and clubs with regards to rules
  • Ensure club and coaches adhere to rules
  • Provide Official Team List Roster by September 1st

Appendix C – Conduct Management

The HEO Midget AAA League is committed to providing a safe environment in which to play hockey. Hockey is a sport that provides fun, exercise and an opportunity to grow as athletes and as members of the community. At times it can also be an emotional game for players, parents and coaches. The HEO Midget AAA League is committed to ensuring that all members are treated with respect – whether player, parent, coach, spectator or member of the league executive.

There are many rules that guide the behavior of those who participate in minor hockey. Rules apply to players, parents, coaches, spectators and other volunteers. When the rules are broken there is a response with a possible consequence. The response could be on the part of the coach, the Team Liaison, the League Executive, the HEO Minor, or other higher governing body.

The Director of Risk & Discipline holds the responsibility of Conduct Management to ensure the HEO Midget AAA League Code of Conduct are adhered to and that sanctions levied against players, coaches, spectators, volunteers and parents are carried out appropriately.

While the HEO Midget AAA League  is responsible for the overall implementation of conduct management policies and procedures, conduct management happens at various levels within the League. Minor to moderate issues are typically dealt with at the team level or club level while others, due to their severity, must be escalated to HEO Midget AAAA League Executive for resolution.

Policy

  • The Director of Risk & Discipline is responsible for the HEO Midget AAA League Conduct Management.
  • The Director may, upon decision of a Conduct Management Committee, impose sanctions on participants found to have violated the Code of Conduct.
  • No participant may refuse to cooperate with a Conduct Management investigation. Refusal to cooperate will result in the immediate suspension of the member.

Discipline Committee

  1. Reported Incidents are assessed discipline by the Director of Risk & Discipline.
  2. The disciplinary committee shall consist of the Director of Hockey, the Vice Chair and the Director of Risk & Discipline. The committee hearing will be facilitated by the Director of Risk & Discipline. they shall act as Chairperson.
    1. HEO Midget AAA League Board of Director members with no conflict may also be included.
  3. The Director of Risk & Discipline will decide if a hearing is warranted based on the facts presented.
  4. The Discipline Committee shall call a meeting within ten (10) days of the notification of a discipline problem from the Director of Risk & Discipline.
  5. The Discipline Committee shall deliver its decision, to the appropriate parties, within three (3) days of the hearing.

Procedure

(a)          All infractions during a game or when players are under the direct control of a Branch Certified Referee will be dealt with per Hockey Canada Rules, or the applicable sections of Branch, League Rules, Procedures and/or guidelines.

 

(b)          Discipline can be applied by any team official in conjunction with or by the head coach; however any suspension of more than one ice time must be approved by the Team Liaison, whom shall inform the League President.

 

(c)           A disciplinary committee hearing hosted by HEO Midget AAA League will only be utilized on serious or re-offending situations and is meant to ensure a positive environment is continued and the code of conduct is adhered to.

 

(d)          All incidents reported to the HEO Midget AAA League shall be forwarded to the Director of Risk & Discipline with all particulars included. The League will ensure the incident is investigated by a member of the Board of Directors. Any serious incident shall be investigated and overseen by the Director of Risk & Discipline. A record of the incident shall be completed. All attempts shall be made to resolve the issue. Depending on the severity of the incident, a disciplinary committee hearing maybe initiated.

 

(e)          The Director of Risk & Discipline Based on the investigation, the nature and severity of the incident, the Director of Risk & Discipline will apply sanctions which vary from warnings to suspensions.

  •  The Director of Risk & Discipline will review the incident and interview people if deemed necessary.

 (f)           Any sanctioned member may appeal their suspension by the Director of Risk & Discipline to the League President, whom will convene a hearing of HEO Midget AAA League panel members and act as Chairman.

o             The Chairman will communicate all actions taken by the Discipline Committee, to those involved within seventy-two (72) hours.

o             The Secretary shall be present at each the hearing to record and file the minutes.

o             All written records other than the final decision of the Discipline Committee shall be held in confidence on file and may be reviewed by the Discipline Committee or the person the discipline applies to, in order to protect the people involved.

o             Under no circumstances will such documentation be copied or communicated in any way other than what is required to further the appeals procedure.

Incident Report

Members are encouraged to report breaches of conduct to their Team Liaison to be filed to the League's Director of Risk & Discipline.

Incident Forms will only be accepted by the League from the Team Liaison.

Incidents must be filed within 30 calendar days of occurrence for consideration.

MISCONDUCT PENALTIES

  1. As a league, we shall instill in our players respect for opposing teams and game officials (both on-ice and off-ice officials).
  2. All misconducts incurred by players will be tracked and monitored by the Director of Risk and Discipline.
  3. Equipment  infractions and the automatic misconduct penalty that applies to them will be exempted from this policy.
  4. Automatic misconducts associated with minor penalties are also exempted from this policy.
  5. This policy will be in force for all league, playoff, tournament, exhibition and special event games.
  6. Teams will be required to record and report all misconduct penalties to the Director of Risk and Discipline and the Director of Hockey Operations.
  7. It is the responsibility of the head coach to ensure that any suspensions handed out by the Director of Risk & Discipline are served.
  8. Should it be felt that the number of misconducts is thought to be excessive, the Director of Risk and Discipline will discuss the situation with the respective Team Liaison and Head Coach, and a determination made as to whether a suspension is warranted. 

 

Appendix C – Social Media Policy

Social networking is defined as Internet services that allow users to build profiles, share information, videos, images, blog entries, music, etc: Social network platforms focus on building online communities of people who share interests and/or activities.

                       

INTRODUCTION

 

This policy encompasses public communications through such Internet mediums and websites such as Twitter, MySpace, LinkedIn, Facebook and any other social media network. It is applicable to all individuals involved in the operations of the HEO Midget AAA League (herein referred to as the HEO Midget AAA League). These individuals (hereafter called actors) include: players, coaches, general managers, governors, alternate governors, owners, administrative personnel, support staff, medical staff, scouts, on-ice and off-ice officials and League personnel.

The HEOML understands and appreciates the importance of social networking as it relates to the personal and professional lives of its stakeholders. This immediate and public forum provides unique opportunities for networking and promotion. However it also provides an unsupervised medium for inappropriate conduct to occur; conduct which can be detrimental to the welfare of the League and its actors.

 

GUIDELINES

 

The HEO Midget AAA League holds its actors, which use or participate in social networking, to the same standards as it does for all forms of media including television, radio and print. Its actors should act in a professional manner at all times since they represent the HEO Midget AAA League at all times. Of note that once published online, comments are on record and cannot be retracted. All actors are accountable for their comments. If requested to participate in an online network by a third party as a result of your affiliation with the HEO Midget AAA League, the League recommends that you decline the request or obtain the authorization of the administrative office. These policies are designed to protect all parties from harassment, stalking, inappropriate contact or behavior, however they are intended.

 

DISCIPLINARY MEASURES

 

The following are examples of conduct through social media and networking mediums that are considered violations of this policy and which may be subject to disciplinary action by the HEO Midget AAA League, at the discretion of the President:

 

- Statements which are critical of League personnel, its programs, volunteers, employees, on-ice or off-ice officials, players, members, owners or operations staff, sponsors or any other actors.

- Divulging confidential information that may include, but is not limited to the following: trade talk or other player movement, medical history (injuries or other), game plans or strategies and any other information that is deemed confidential.

- Sharing or divulging photos, videos or comments which promote negative influences or criminal behavior, including but not limited to: drug use, alcohol abuse, public intoxication, sexual exploitation, etc.

- Online activity that contradicts the current policies of the HEO Midget AAA League.

- Inappropriate, derogatory, racist or sexist comments, fowl language of any kind and any further actions that contradict the policies outlined by the HEOML on these matters.

 

HEO Midget AAA League Sanctions

 

1. Obscenities = Minimum 1 Game  
2. Defaming a club team, individual member, executive or referee = Minimum 1 game
3. Racial, sexual orientation or threat = Minimum 3 games
4. Alcohol, drug or tobacco use photo = Minimum 1 game
5. Photo defaming league = Minimum 2 games
6. Repeat of any of the above = Minimum 1 game for each offence there after – indefinite for repeat offenders who aren’t learning from mistake. 
7. Rookie party/ hazing photos, tweets or mention = indefinite suspension until investigated.  Player will miss any games scheduled during the investigation, should no games be scheduled during the investigation there  be one game minimum. A team fine can also be assessed from a range of $1000.00- $5000.00 plus possible coach and management suspension. Discretion on the suspensions and fines will be left to the
HEO Midget AAA League.
 

 

SUMMARY

 

All HEO Midget AAA League Community actors should assume that they are representing the HEOML and/or its member clubs at all times. They must use good judgment when using social media.

Social media users must use discretion and be respectful; if a photo or a comment is considered inappropriate for other forms of media, then it must also be considered inappropriate for use on social media networks.

For either traditional or social media, the use of member club logos and use of the HEOML logo are forbidden unless first authorized by the entity responsible. Permission must be granted in writing for use of same. Production of said permission must be made available by the user upon request as proof to the HEO Midget AAA League or Member club requesting a copy. Failure to produce permission will warrant the appropriate discipline for the action.

Any parties including, actors, owners, general managers, coaches and club staff members are to advise the HEO Midget AAA League administrative office immediately of any inappropriate use of social media networks.

I agree to abide by the aforementioned HEO Midget AAA League Social Media Guidelines and use good judgment when using social media. I will accept any consequence enforced on me by the League or team for any inappropriate use of social media networks.

Appendix E – Appeals

 

APPEALS: (see Annex 1 for prescribed procedures) the appellant must submit all game protests or appeals to the League within 72 hours after the completion of the game that is in dispute. All appeals must be in writing, submitted to the Director of Risk & Discipline, of the HEO Midget AAA League (Chairperson of the Appeal Committee). A fee in the form of a cheque payable to the HEO MIDGET AAA LEAGUE in the amount of $150.00 dollars must accompany the appeal letter. All letters of appeal must clearly state the grounds upon which the appeal is being made and what aspect of the game, in particular is being appealed. At its discretion, the league will determine whether or not the appeal will be heard by the league. Appeals of a frivolous or trivial nature will not be heard. The league will not hear “timing” protests unless the protesting team had a representative in the penalty box for the duration of the game (Rule 6f). League timekeepers are representatives of the League and not the team’s club.

ANNEX 1 - Appeal Procedures

HEO MIDGET AAA LEAGUE APPEAL COMMITTEE

GENERAL: The Appeals Committee will comprise a minimum of three (3) members plus the Chairperson. Prior to each Appeal hearing, the Chairperson will select the Appeal Committee members drawn from the sitting members of the Governance Committee and Operations Committee. In the selection of these members, the Chairperson will exclude any person who may have any real, potential or perceived conflict-of-interest. The Chairperson of the Committee will be the Director of Risk & Discipline of the League. Appeals will be held as required, at times and places to be determined by the Chairperson. In the event that the Chairperson is unable to attend an appeal hearing, or for any other reason, the Chairperson may appoint an acting Chairperson drawn from sitting members of the Executive.

APPEAL HEARING PROCEDURES:

The hearing procedures will be as follows:

1) The nature of the appeal will be summarized by the Chairperson who may call upon any witnesses to give testimony;

2) The Appellant or Representative will be provided an opportunity to present the case, to substantiate the nature of the appeal, to call witnesses and to ask questions;

3) Committee members, including non-voting League members and all witnesses will have the opportunity to ask questions and to explore in detail the nature of the appeal;

4) The Appellant or Representative will have the opportunity to summarize the case:

5) Voting by the Committee Members will take place, in camera, at the conclusion of the hearing. A simple majority will determine the outcome;

6) When the decision of the Appeals Committee is in favour of the appellant, one half of the appeal fee will be returned. In the event that appeal is not won, the appeal fee will be retained by HEO Midget AAA League.

7) The result of the appeal will be forwarded to the Appellant or Representative in written form within 48 hours from the conclusion of the appeal. Copies will also be forwarded to Committee Members, Appellant’s Association League representative and the Secretary of the HEO MIDGET AAA League. If time is of the essence, the Chairperson may provide a verbal decision to the Appellant followed up by the written decision.

8) The decision of the HEO MIDGET AAA League Appeal’s Committee is final subject to further appeal to the HEO MINOR under prevailing appeal rules and guidelines of that Association.

Appendix F – Parliamentary Authority

The latest version of Roberts Rules of Order is adopted as the parliamentary authority for the HEO Midget AAA League.

Appendix G - Petition and Referendum

No member shall send out, or cause to be sent out or circulated, any petition or communication relating to any resolution, referendum or proposal under consideration or that deals with the policy of the Club without obtaining approval from the HEO Midget AAA League President and Executive.  Any petitions must be provided with 30 days’ notice for approval.
