League Constitution

CONSTITUTION

ARTICLE 1 – NAME

The league shall be known officially as the Hockey Eastern Ontario Midget AAA League, hereinafter referred to as the HEO Midget AAA League or the HEOML. The following articles and by-laws shall supersede all previous constitutions and by-laws dated prior to June 30th, 2015.

 

ARTICLE 2 - AFFILIATION

The HEO Midget AAA League by virtue of its affiliation as the competitive Midget AAA program with HEO Minor is a member of Hockey Canada, the governing body of amateur hockey in Canada.

 

ARTICLE 3 – MANDATE AND OBJECTIVES

The HEO Midget AAA is mandated to oversee the Midget AAA division within Hockey Eastern Ontario Minor. 

The objectives of the HEO Midget AAA League are to:

  • To provide a league for teams participating within the HEO Minor at the designated Midget AAA level.
  • To promote fair play and sportsmanship, and to develop the skills of the players in the League, through the provision of a safe and competitive environment.
  • To exercise general care and direction over players, teams, officials and executives of the League. Ensure compliance with the HEO Midget AAA Constitution, By-Laws, Playing Rules and Regulations.
  • To abide by the rules of Hockey Canada, HEO, HEO Minor.
  • Operate as not for profit.

 

ARTICLE 4 – MEMBERSHIP

 

The HEO Midget AAA League currently consists of the following participating teams:

  1. Brockville Braves
  2. Carleton Place Canadians
  3. Cornwall Colts
  4. Cumberland Grads
  5. Gloucester Rangers
  6. Hawkesbury Hawks
  7. Kanata Lasers
  8. Kemptville 73’s
  9. Nepean Raiders
  10. Ottawa Senators
  11. Pembroke Lumber Kings
  12. Smiths Falls Bears

HEO Minor Member Partner(s):

  • Canadian International Hockey Academy (CIHA)
  • Ontario Hockey Academy (OHA)

 

Note: HEO Midget AAA League is available for application by out of branch teams to HEO and HEO Minor.

 

 

ARTICLE 5 – GOVERNANCE COMMITTEE

 

  1. The Governance Committee shall govern in a manner consistent with the Constitution, Bylaws, Rules and Regulations of HOCKEY CANADA, HEO; HEO MINOR, and HEO Midget AAA League Constitution.
  2. The Governance Committee of the League shall consist of an appointed committee for the duration of the pilot project as approved by the HEO Minor Executive, as specified below:

a)         President (representative from minor)

b)         Vice-President (representative from junior)

c)         Director of Hockey Operations (representative from minor)

d)         Director of Risk & Discipline (representative from minor)

e)         Director of Communications (representative from junior)

f)          Treasurer*

g)         Secretary*

*One of the two representatives above shall be a representative from minor; the remaining position shall be a representative from junior.

 

3. At the conclusion of the pilot project, the Constitution shall be amended to reflect elections. Throughout the pilot, the governance committee will be appointed by HEO Minor Executive on an annual basis between May 1st – 30th.

4. The term of the appointed Governance Committee of the league shall commence July 1st.

5. The affairs of the League shall be managed by the Governance Committee. All members of the Governance Committee are accountable to the HEO Minor Executive.

 

ARTICLE 5A – OPERATIONS COMMITTEE

 

The following board positions appointed by the Governance Committee must be approved by the HEO Minor Executive at their earliest opportunity.

 

  1. Director of Sponsorship/Fundraising
  2. League Registrar
  3. Referee in Chief

 

ARTICLE 6 – ADVISORS AND PROFESSIONAL SERVICES

The Governance Committee shall have the power to consult with, or engage the services of Legal Counsel, advisors or other professional services as required per approval from the HEO Minor Executive.

 

 

ARTICLE 7 - MEETINGS

The Governance Committee shall hold regular meetings and any additional meetings as deemed necessary.

 

 

ARTICLE 8 - QUORUM

No HEO Midget AAA league meeting shall be constituted without a quorum of at least five (5) members with at least one member from each of minor and junior from the Governance Committee including the President or Vice-President.

 

ARTICLE 9 - AMENDMENTS AND RATIFICATION

Amendments to the Constitution or By-laws of the League must be passed by a two-thirds (2/3) majority vote at HEO Minor Executive in consultation with the HEO Midget AAA League Executive.
